This movie about never-ending construction of the Targowek Districk Houses of Culture and the poverty of the Warsaw suburbs. It portraits the now nonexistent Targowek district - the local bazaar, the so called Cholera Cemetery, Jewish cemetery, bars, muddy roads and wooden houses. There's not much optimism, stiff speech, poster-like slogans. Instead, we hear a fundamental question: "Who's responsible for the fact, that in Targowek the devil sas goodnight??"
